The letter of response will inform applicants whether or not they are qualified for the position and if they were referred to the selecting official for further consideration. ** THIS IS A READVERTISEMENT OF FWS1-97-79 ** BASIC REQUIREMENTS: Degree in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 9 semester hours in botany. OR Combination of education and experience-courses equivalent to a major in one of the fields described above, that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 9 semester hours in botany, plus appropriate experience or additional education. GS-11: 3 years of progressively higher level graduate education leading to a Ph.D., or a Ph.D., or equivalent doctoral degree in a field directly related to the work of the position, OR 1 year of specialized experience equivalent to at least the GS-9 level. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. NOTE: Because the requirements for specialized experience are _base_d on knowledge, skills, and abilities of the position, it is important to address the KASOCS which are listed in the announcement. STATEMENT OF DUTIES: As the Assistant Refuge Manager for San Luis NWR, the incumbent is responsible for planning and implementing all field operations. Specific program responsibilities include: Plans and oversees the completion of all operation and maintenance projects. Prepares project proposals and determines manpower, equipment, and funding needs. Supervises wage grade employees including making specific work assignments/schedules. Carries out the service responsibilities as specified in the Cooperative Agreement between the Service and the Lower San Joaquin River Levee District regarding the maintenance/use of the levee within the Refuge. Prepares Project Worksheets for possible MMS or other special type funding. Prepares the annual burn plan for the Refuge and actively participates in carrying out the actual prescribed burns. Prepares performance plans conducts personnel evaluations, prepares performance awards and determines annual training needs for subordinate staff. Oversees the safety program on San Luis Refuge. Performs full range of administrative duties related to primary programs such as procurement of supplies, services, equipment disposal of surplus property, etc. Carries out the public hunting program on the refuge per the terms and conditions listed in the revised Cooperative Agreement between the Service and California Department of Fish & Game (CDF&G). Carries out the non-consumptive or I&R use program on the refuge that involves a major public tour route. Performs law enforcement duties on the Complex or will acquire necessary training in order to perform such duties. Prepares long-range management plans, i.e. water delivery/moist soil management, upland management, etc., and assists the Refuge Biologist with the preparation, revision, and/or implementation of several other plans, i.e., grazing management, wildlife disease control, wildlife inventory, etc. Assists with the development plans for any additions to the refuge including determining water delivery, moist soil management and facility development needs. KNOWLEDGES, ABILITIES, SKILLS AND OTHER CHARACTERISTICS (KASOCS): 1. Knowledge of wildlife management principles and practices with special emphasis on waterfowl management. 2. Ability to accomplish refuge filed operations and maintenance by planning and directing the work of others. 3. Demonstrated ability to manage a complex water delivery system in order to produce and maintain waterfowl habitat. 4. Ability to communicate orally in an effective manner using tact and diplomacy with varied groups and agency representatives. 5. Ability to communicate effectively in writing. 6.
